Project Proposal Summary: Earth Cycles / Radio Project

Proposal: Set up a web-casting radio station at the Ukiah High School, EAST PROJECT site, that revolves around the process of investigative radio journalism, broadcasting and internet web streaming, with the intention of archiving stories, programs and issues of concern for the greater community. Utilizing streaming internet to send these programs to various local FM radio stations for rebroadcast or simulcast.

Need: Establish an archived selection of: issues /arts /politics / events that can be developed through time, that gives continuity to community culture. By involving everyone in the process- we begin to recognize our diversity as an asset to the development of quality of life, for all members of our community.

Problem Solved / Outcome: will enable participants (youth and community) to activate solutions by defining problems while cultivating respect and dialogue through the utilization of technology. An outcome from the radio project will be youth graduating from high school into the community with community recognition of the intelligence and assets of youth that are our future.

One of the goals of the project is to develop continuity of involvement of the youth with the greater community and the issues that the youth will be “graduating into”. This will help cultivate a reciprocal respect and empowerment between the generations. With the archiving aspect of the radio project the youth will have a working knowledge of the issues, players, solutions and dysfunctions of the community. The archived radio shows will be available on a server giving the whole of the community a data base from which information can be added to and continuity of issues can be maintained. Youth graduating from high school will continue to have access to and the ability to update information regarding issues of interest to them and the greater community. The radio project becomes the community “fire side chat”

The local web casting radio programs can be re broadcast by the local fm stations. This gives the participants a chance to have their voices heard in the community. Both KZYX and KMEC have committed to airing community generated programming. The web casting radio project gives opportunity to cultivate the skills necessary to develop quality programs.

By being a web oriented radio station, all the high schools in the county could participate once the protocol was understood (how to post to the web site). And being a ROP site, it is a location for the larger community to utilize the web radio infrastructure.

Local events of community interest will be recorded and streamed live, for both the computer oriented and for simulcast by the local fm stations. Examples would be the County Supervisors meetings, events at the college, presentations at the high school, farmers markets Ukiah Players Theater productions, oral histories and more.

Having this technology equipment base, allows for other community oriented events, access to maintain contact and continuity in their specific projects. The Youth Summit is an example of a group who could benefit from the technology infrastructure.

Everyone in the County will be served by the Earth Cycles Radio Project by being able to produce programs, facilitate in the distribution of these programs, doing live radio, or being able to listen to our community

High Schools are the location of choice for community communications for several reasons. First they are centrally located in a Watershed that simplifies access for the whole of the community, second the student body is comprised from a diverse social/political/economic base which enhances diversity respect for both the student body and their parents, the computers and internet connections are usually the best, allowing for high speed transmissions and last the school location offers the best venue for community and youth interactions.

The funds provided for in this grant will enable the foundation of the Earth Cycles Radio Project to be implemented. The Earth Cycles Radio Project is being considered for replication in 200 high schools and communities throughout North America. As the model comes into focus and Community Communications are actualized additional funding needs will become apparent. As we recognize communication as the foundation of community and seeing –communication, technology and critical thinking skills combine with the intention to archive and therefore develop continuity of issues/arts/events/politics across cultural, social economic lines this program will become recognized as synonymous with community. Communications are the activating catalyze and the portal that recognizes all ages of the community and invites their participation. Therefore the existence of this program will generate the needed funding as its contribution is recognized.

The Earth Cycles Radio Project has several dedicated supporters that believe in the “need” of this kind of activity. As this project becomes realized, other community members will join in the maintenance, development and expansion of the project.

We have been contacted by staff at KZYX to implement the same project in the Anderson Valley High School, as well as model documentation for replication in other schools around the country.

Success will be evaluated on several levels that revolve around various techniques, equipment, computer and software utilization.

Skills and Tools

Recording /microphone/mini-disk/computer editing/program format for radio/live and automated radio web cast/archiving cd’s and audio data base/mobile web cast/streaming relay for fm broadcast/community interest shows and events web cast/program scheduling/

The ability to use these tools will be evidenced by the programs produced and the distribution over the internet as well as programs being broadcast on local fm radio stations, and finally the replication of the Earth Cycles Radio Project into other schools and communities.

Individual development of critical thinking skills needed to do radio journalism, technical computer skills to record, edit, web cast the developed programs. To do live web cast of community events, and archive issues, events that are relevant to their personal and the community interest.

Collective the cooperative effort of the high schools, community, KMEC radio station, KZYX radio station to present community issues to the community by the community

Community utilization of the archived audio data base and rebroadcast through the local FM stations of the web cast

National on going development, expansion and replication of the model through EAST (Environmental And Spatial Technology)

Survival of the Seventh Generation. will be the ultimate evaluation of success.
